Abstract
The reunification of the two Koreas will present many legal challenges, but one of the most profound is how to deal with the human rights abuses that have occurred while the peninsula was divided. North Korea has operated as a repressive closed society with no rights of political participation for its citizens, cruel punishments of dissenters, denials of minimum human needs to much of its populations, and terroristic attacks outside its borders. International law now recognizes the right of victims of human rights abuses to full investigation of the mistreatment, compensation for their injuries, and punishment of those who perpetrated the abuses. Upon reunification, it will be necessary to address North Korea's human rights record and to provide an accounting and a proper closure for the victims.
